It ought, moreover, in all fairness to be
remembered that Mr Lockhart, who was a cadet
officer has been quite recently transferred
to the Commissionership of Wei Hai Wei, and
that the staff appointment of Colonial Secre -
tary is now held by a cadet officer as Mr
Lockhart's successor.

2*** I take this opportunity of re-
minding von of Mr Chamberlain's Circular
despatch of 18th December, 1897.
If the
annual confidential reports required by
Colonial Regulation 73 were regularly fur-
nished the Secretary of State would be in a
better position to judge of the qualifica-
tions of officers of the Hong Kong service
for employment outside the Colony.
